I've used vim (+eclim) for a full team java project at scale in the way you want. Everyone on my team was still using an IDE though. Your project should ideally be independent of the IDE being used.

I come in at 10-11am and leave at 4-5pm (including an hour of lunch). The rest of my work I complete from home. There's no need to be in the office for all of your "workday".

It's the processor which isn't x86 because of power consumption, etc. This means that even if you get a full blown linux distro, you'll need to compile a lot of shit for it before you can have a full cross platform dev experi

If there are better ways to generate it, then I'm sure they'll come to the fore. I agree that the practice is unfair and the government should pass some laws preventing it, but for the cities themselves, there's no better way
