There are many European countries that have the same timezone, but I don't remember all of them always, despite living in Europe. In this case it is totally normal for someone living in Netherlands to ask the time for a polish city.

I see a practical use of this when you are offline and without a chessboard or someone else. Otherwise, you can play online quite easily. For a game I only wait for a few seconds on lichess.org
