During server-side rendering CSS-in-JS returns a <style> tag with all the CSS inlined. If you do not server-side render, it does not matter whether you put your CSS into JavaScript or not—your JavaScript app is not going to render any

The core stays the same, they are only adding static types. I am certain they will make sure nothing meaningful will change in the outputted JavaScript, except for potential bug fixes uncovered by the types! Your apps should not be affected
