Companies often keep visa'd employees on payroll so they have more time to find another job. I personally feel this goes against the temporary intent of the visa, but it's a very common practice.

I'm not the GP, but the rebuttal to your point about interest rates is that it is not about using cash vs debt. GP was making the point that interest rates affect NPV calculations ie future cash flows of the company have to be discount

Agreed. There is a shortage of _low-cost_ housing. This isn't because of "zoning", it's because low-cost housing became considered undesirable. Think housing projects, SROs, "flop houses", etc. As gentrific
