This is a release and the Changelog is reporting changes relative to the last release (3.4 series). HEVC NVDEC was added to the tree in Nov '17 and 3.4 was branched off in Oct.

No. With the bitstream only just frozen, I expect decoder/encoder wrappers for libaom to take a few months.

It handles a few (of the most common) use cases but it is not a generic interface for all of ffmpeg's functionality. And strictly speaking, it is built on top of Libav, although they are considering switching over after 1.2

By utility, I assume you mean the CLI binary. There have been issues with filtergraph buffer management in the past year or so, but other than that, ffmpeg rarely crashes. What sort of commands crash for you?

SO moderation is often finicky and sometimes absurd. Somewhat recently, there was a Q which was closed as unclear _after_ I posted a reply & the OP marked it as accepted. The Q had enough context for someone who knew the app concerned (
