I would argue that the regulation seems pretty ineffective since it was clearly too vague to force any change productive to the average end user. You can only get things through “approved marketplaces” where apple still has to notarize and

As another user pointed out, this is entirely based on the duration of the overload. If the overload is short, then queues absolutely do help smooth this over for the user. If demand is consistently exceeding capacity, the system will fail
