amazon connect is a turn key solution for this. I dont know where your from, but in my EU country all the mobile phone companies also provides services like this, maybe not with a web interface but direct to phones/apps.

tailscale is more or less zerotier, just based on wireguard. So it would give you most of the same benifits. In this case I think the advantage is that minecraft server dont have to listen to a public ip adress.

Combat is a big part of the game, so I would expect it to be decent. Mass effect was also a RPG, but had much much better combat. Combat in the witcher 3 was pretty good.

Depends a lot what you compare fiber to. mobile broadband can easily have 20-30 ms latency to the ISP. DSL is often 10-20 ms. Coax is in the same range, depending ont he provider. Fiber is usually 1-3 ms.
