The point isn't that eval or fexprs are good to use all over the place. It's interesting as an exercise in language design to see what is possible when they are available. And to the fact that fexprs operate on second class data.

but not a macro in the sense Common Lisp knows them... FEXPRs are first class objects. FEXPRs can be passed around as values of variables, whereas macros cannot

Lisp as the idea has no syntax. Racket is a dialect of that idea, and the authors have decided to add syntax.

I like a lot of the stuff you brought up about what separates poker from other seemingly similar strategy games. Like the aspect of real cash, which makes the emotional stakes and ability to remain rational more important.

One problem that immediately stands out to me is how sweaty everyone would be. I'm in shape but riding around a city on a hot day would have me drenched.

A significant part of this feat is programming computers to understand text. Ironic that there are two typos in the first column of text in the paper.
