Your comment makes if sound like you might think the passage you quoted was intending to highlight a shortcoming of Python 3. The article is in fact praising this behavior in Python 3 and stating that the default in Python 2 was goofy.

In the U.S. at least, doctors smoke at a much lower rate than the general population. It might be that they stand-out more when smoking if you know that they are physicians.

This would not be permitted for any NIH funded lab, there are pretty strict rules about handling recombinant DNA. There might also be laws preventing this, I'm not sure.
