Yeah, nimbu.net does do what you're asking for and it will always be free for one site. You will get notifications by email and/or SMS and/or twitter within minutes of your site going down. The SMS option won't always be free, but you can

That is a very interesting use case. I was thinking about allowing users to create scriptable tests and then provide reporting around that, I think it could meet your requirements. I will add the basic authentication stuff.

You can remove a site by clicking the detail link (the link from the dashboard) and then there is a delete link in the top right hand corner. I will work on making this more obvious.
