I would guess yes, but you have to take a junior position as your first in the new field. A good developer can probably specialize in just about anything, but it takes time to learn the specifics. My 2c!

I use TurboTax and it's built into the software finally, and makes this quite simple. Originally they just made you look at the tax form and fill it out yourself, but they've really improved the "foreign american" parts

There's ~90k cap. If your foreign-earned income is less than that, you state the tax paid in Germany and don't need to pay for US taxes. If you make more than ~90k, you have to pay taxes for the amount over ~90k.

One thing not mentioned in this post is the minimum amount you need to have in the bank. I've heard people with as little as 3k, but technically Germany asks that you have 10k in the bank to prove that you are economically viable even
