IMO "banking cops" is just clickbait. Ah, the vicissitudes of prose: journalists trying to coin a phrase. But it's just confusing, as you point out. They're just talking about regulators and compliance officers. The form

To me, the only odd thing here is that people think Isaac Newton is/was odd because he was interested in religion, alchemy, etc. Being a scientific "genius," isn't mutually exclusive with being interested in other things
