Most sites have segregated data from presentation. The problem would be your second point - that it's not exposed as being user controllable. It is in fact user controllable through scripting in most cases, but it's not surfaced

Use the responsive design view built into firefox and try the different screen sizes. You still are going to care 'how it looks' on all of the devices you expect to see it. I understand that it's nearly impossible to control

But from a developer's perspective, what matters is where the customers are. I still think in the near term, paid apps are a bigger market on the ipad but if your application is free, then android may be a better bet for initial deploy
