Semiconductor manufacturing is a highly specialised process. It doesn’t rely on the labor being cheap. Until recently, a good chunk of CPUs were Intel and were made in the US. The Chinese SMIC and Samsung were also making a good deal of CPU

India is quite liberal even outside of SEZ compared to China. These SEZs have considerably less bureaucracy. They have power/water connections handled already and a single-window system for approvals. China also has plenty of SEZs
