Yep, it's a completely generic feature, and I'd argue the keyword 'SECURITY' is a noise word and 'LABEL' by itself would be even better, but that's what we're stuck with. As the documentation states:

I think the right approach would be to store the sqlite database as a varlena type that can be TOASTed and then "expanded" using the Expanded Datum API so that it's a live open database connection for the life of the transact
