Actually, the Intel modems have been experimentally proven to perform ~20% worse at the same signal conditions. It is also notable that this is not only a problem in the US, but also with carriers in europe where they use the Intel modem. (

It is locked. There is a switch like with the Chromebooks, but to reach it you have to disassemble it. OTOH rooting and running custom kernels works. Not ideal but it works for some use-cases. edit: The Pixel C runs on Coreboot of course.
