Another possible tactic is to trickle your packets back slowly, say trickle 1 TCP packet back to them per second. Sure, they probably have client-side timeouts, but again, if everyone did this, wouldn't it be a pain to scan for vulns?

I think just using it locally in manual or ad-hoc senses is fine, but IIRC it can become tricky or at least a legal grey area if you commit code that automates using GPL developer tooling and/or pulls it into your development toolchain

How did you arrive at $4000? I used https://calculator.aws/#/estimate and my number is over an order of magnitude less than $8000 for 2 instances with SSDs, 4GB RAM, and 2 cores.
