I'm not sure if this is 100% true any more. I've found that when enabling the DOCKER_BUILDKIT=1 env var that docker will sometimes eagerly re-fetch stale images. I think your argument is generally still true, but was happy to see

Might it be though? Protobuf's tooling seems like a byproduct of the fact that you can't read protobuf and it's strict and type safe enough that you can generate lots of things. Ion is readable and (seemingly) not very strict

Yes. Docker builds are not reproduceable. Build steps that define final image layers and also cache layers means that every dockerfile is a compromise towards either goal. Build inputs are "whatever happens to be on the filesystem"
