I think they're trying to do the trick where they don't ban the emulation per se, but they make it a violation of the license to disassemble the code to understand how it works. Then they go after emulating projects for copyright

You could make your own with an ESP32 wired to two buttons, then you can customize it exactly as you need it. It shouldn't be too difficult (famous last words, I know) if you use one of the BT HID libraries like https://docs
