Yeah, they're just selling different levels of access to their data stream. Besides the firehose, they have streams of things like all links and retweets, which require some kind of partnership.

It seems like a business plan competition, except with a very ambiguous payoff and you're pitching to a bunch of random guys. I'm not saying it isn't legit, but I'd think twice before applying to this.
