It sounds more like they're integrating their stores with their online site. You scan the register you're at when paying for something, and then you can pay with the app -- you probably need your credit card info saved to your Wal

For what it's worth, I'm not sure that line communicates the change correctly. Judging from the kickstarter video and the Steam store page, it looks like it was always a 2D game in a 3D world (glorious 2.5D).
