The fab will eventually be upgraded. I design semiconductors and I have worked at two companies that had their own fabs (I didn't work in the fab) Back in 1997 the new technology was 0.25 micron (250nm) but we still operated fabs at 0

A lot of EDA (Electronic Design Automation CAD tools for the semiconductor industry) tools use Tcl as the built in scripting language. Because of that many companies have built their CAD flows around Tcl so that it integrates with the tool

I clicked on the article thinking it was some kind of System On a Chip which is what I do for a living. I scrolled through the article, realized it was not for me, but I still don't know if it is an acronym or what it really does.

To make a custom chip it requires one time mask fees of up to $30 million for a 5nm chip. If your volume is high then you can amortize that cost. If not then you probably go to an FPGA. An FPGA has a high per part cost but no custom mask

Exactly. A chip design team as large as Apple's costs hundreds of millions of dollars in salaries alone. Mask costs in 5nm are about $30 million. EDA physical design tools have list prices of over $1 million per license.
