I think all business-to-consumer calls should be charged a premium rate that's passed on to the consumer in question as a credit off their next bill. Rather than telling this guy he's rorting the system, we MAKE this the system.

Off topic, but here in Australia if the landlord entered a the apartment without sufficient notice or permission from the tenant, then he DID break in (well, not 'break' in, but certainly entered illegally)
