I don't know. I have never used SQM. I guess, FireQOS can work on your servers too. Read the article pointed by this post.

iptables (FireHOL) is generally autonomous and does not depend on interfaces being available at activation. tc (FireQOS) requires the interfaces to be up and running. To overcome these issues a) the configuration of both tools is a BASH scr

QoS and Firewall are different things in Linux. I have developed FireHOL (iptables, ipsets) and FireQOS (qos) to handle everything. They cooperate to share for example MARKs, but can also be used independently.
