Might not happen often, but it's a major bummer when it does. An existing example: when you recover a password for some service you do it because you want to log in NOW, not some time next week.

Possible solution 1 sounds like a horrible idea. By fragmenting the community it would fragment the knowledge, quite a high price to pay for clean comments.
