The usual solution is something like: for x units of excess past the set limit, remove y unit of subsidy/support. Example: something costs 20 money, if you earn 100 money or below, then it is subsidized to cost only 10, where 10 money

Not California, but in general terms this is not accurate. My local grid connection provider (the largest in the country), does not differentiate between 1x25A and 3x63A in cost. It's the same price. That's a pretty big difference

Do you have the basic media unit that doesn't do anything or what? Otherwise you can just google the instructions to update and unlock your unit's features for free. Most MIB2(.5) units can easily be hacked.
