This is a very short sighted view. Police forces cannot maintain order in the event of massive unrest and the best way to prevent this is to keep people above the poverty line and the death rates low. Desperation leads to upheaval.

I might explain this concept to OOP-minded programmers like this: Sometimes, you can improve your code by having it return a description of what to do, rather than doing the thing directly. This is like in SQL where you might return a query
