It compares only India, China, Russia, and the US, where there is a huge variation in education quality for the first 3 countries. It would have far more interesting to see the US stacked up to other English speaking countries. Wonder why

So true. "10 years of experience" means nothing. It could mean "10 years of in-depth focus on X subfield and skills" or "1 year of work experience repeated 10 times."
