It depends, and it's certainly not a consumer solution. I use Ansible manage my devices so it takes a bit more up front time to setup but it pays off in the long run. It's very low maintenance overall but you do need some technica

You can just install packages as part of dev dependencies. You can then run them manually from `node_modules/.bin` or with npm-run, and most tools will pickup the local deps. No need to install anything globally with NPM.
