A lot of this going on in Spain right now. Higher data caps for mobile connections (landlines have no data caps here), and some ISPs that have a TV service have opened it up for free.

I am not American, and there were infected people in my country. We had a right wing government then also, and since all the media is left wing here, they made an incredibly huge deal out of it. And now nobody remembers a thing.

I'm not saying it's the case here, but why not? The law could say they are forced to run X minutes of ads per hour, or that X% of their funding must come from ads.
