If the computer is functional, powered, and connected to some some kind of interface allowing you to use it (e.g. network, touchscreen, desktop setup, etc.), then sure you can use it to perform general computation. But if its unpowered, is

Yeah, I just ignore the benchmarks at this point. For open-weight models the provider's setup impacts performance so you can have different experience's with the same model at the same quantization from different provider's.

I see no huge jump at all. If the companies don't care about copyright law, why do you think about they care about contract law? An LLM provider that only hosts inference and doesn't train models is at much lower risk of getting

As RAM prices are so nuts, I picked up a used gaming laptop early this year with an RTX 3070 (i.e. 8GB) to match the specs for my gaming tower that's run everything I'm interested in just fine. That includes recent Unreal 5.x gam
