Personally if I was getting data from HTTP in PHP the last thing I would ever do is use file_get_contents. Just because you can doesn't mean you should. It's generally advised to set allow_url_include to off which would make this

File Server, way back when, when I used to torrent the main place to get a server was OVH. As far as I know that's still hotbed for that sort of server. Pretty cheap and tons of space. Digital Ocean are pretty kickass for a test server

Who cares? Stakeholders who are pissed of the legacy system isn't working and want it fixed now. If it's legacy and you're changing it, it's generally because it's broken and someone finally noticed.
