If you already know javascript, I would recommend learning node.js (express.js framework) and going from there to build your backend. My 2 cents.

Why couldn't you just have a skip button with a limit (e.g. 4 skips needed until song is skipped) then let anyone click skip or have it be a bit more smarter and everyone gets 1 free skip for each X minutes and then if they want more -

Checkout http://grasshopper.com/ - I used their 888 number to forward to my phone and then my cofounders phone if I don't pickup. Worst case - they save the message and I can call them back. Highly recommended

I always wondered by UPS/FedEx don't have keys to the outside or every apt building have "drop boxes" - large empty boxes that UPS/FedEx could put in a package, lock it with the key, then drop the key in the mailbox
