It's always worth checking the distribution. A 3 star rating with a normal-ish curve is very different than a 3 star rating with a lot of 5s and 1s -- and in that case the reviews will tell you clearly whose preconceived worldview the

Maybe so, but I do believe if you're paid in stock (not options) you pay taxes immediately, then capital gains is applied to any difference in value when it's sold. I could be wrong, I have no special expertise here.

In the case of California specifically, the difference between federal taxes paid and federal money received represents about 7% of the state budget. Foreign aid is about 1% of the federal budget, though. Why would California spend more?
