Visiting http://google.com yields HTTP 502 error instead of redirecting to https://www.google.com . Apart from that, http://wap.google.com lightweight search results page is also broken and yields 502.

Wouldn't it be better to just register http as a protocol with fsspec and use http://csvbase.example/username/dataset/table instead of creating a whole protocol handler just for an online service?

Not really. To be really sure, set ! as a password in /etc/shadow. That's what most distributions do. PAM has another security measure, if user's shell is not in /etc/shells, it's also considered a locked
