IMO, where tests are adding most productivity is when they enable rapid refactoring. When you test with that goal in mind it doesn't really matter much where in the cycle tests are added.

I always have a blocnote next to me which is basically one continuous checklist. New tasks that I think of go to the bottom with an empty checkbox on the left. Whenever I finish something, or a task becomes irrelevant I cross the checkbox.
