My app falls into the rather broad category of "gambling, gaming, and adult". This means all US providers (I've seen) aren't interested due to their gambling regulations, and UK providers consider it high risk.

Sounds like you've got somebody worried! I'd ask for an offer in writing, and don't worry about it until you hear something back; I'm with doctorwho on this one, it sounds like stalling tactics.
