The SMS verification requirement is only for the Bluesky operated PDS host. Soon (this month) it will be possible for others to self-host their own PDS hosts that do not have this requirement.

Yup, you could. Although connecting your own PDS hosts to the Bluesky production network won't be possible for a little while longer. Creating custom algorithms (feeds) is already possible, as it participating in the developer sandbox
