I think that depends very much on the suite of apps you use. There's plenty of apps where the scaling is rather broken and seriously takes away from the experience.

C has just as much fine-grained memory support as Rust. Rust does however have better memory safety with its borrow checker, but I'm not sure if you could implement something like this without unsafe.

You should have a look at the Conan package manager. It'll allow you to use Boost (and other libraries) rather easily in your project.

WebAssembly will eventually have access to the same APIs as JavaScript does now. Then it's just a matter of using an ES2016->wasm compiler rather than an ES2016->ES5 compiler.

Serving a binary file is in principle no different than serving a string file. What can be done with WebAssembly today can most likely also be done with asm.js.

Mantle is not proprietary. Metal being usable before Vulkan doesn't exactly make up for the complete lack of Vulkan support and anything past OpenGL 4.1.
