Not really. Git tracks content and not files. File renames doesn't exists in git. When git tell you that a file is renamed it's because an algorithm guesses that a file is renamed (if the content is similar).

Not a tool as you asked for but... My tip is to change the requirements. Requirements are often poorly written and often contain a suggested implementation. Try to find the real problem, talk to your stakeholders and alter the requirements
