I think there are very few subjects where natural talent will be more productive than drive and work ethic. Not sure how you could test or prove something like this though.

No, it's opposite of Britain, most countries are in line with the USA in this regard, including former British Colonies like Australia. Britians history is the only reason their version sense, it's very unintuitive.

Obviously I haven't lived everywhere in the USA but in most states if you are poor enough to only have $5 to spend on food to feed your kids you qualify for SNAP benefits which will give you a few hundred dollars for food.
