Trump talks like an authoritarian, but his actual actions have been mainly to reduce the power of a central government, like appointing federalist judges, dismantling federal departments, etc. So the opposite of what an authoritarian would

This really overstates the case. Government-funded R&D programs only really kicked off after the Manhattan Project. There was a lot of innovation before that, like the entirety of the industrial revolution.
