This seems a bit unfair as github is kind of "the" place for Rubyists (especially those working with Rails) to publicly host code. Different communities seemingly embrace different tools. It's quite likely that the JAVA and C++ communities

My first guess would be that both companies stack incentives via artificial barriers like that. In the real world, I suspect/fear businesses just sit on legacy systems until something critical breaks. I imagine it's easier to get a business
