CSRF is about preventing other websites from making requests to your page using the credentials (including cookies) stored in the browser. Cookies can't prevent CSRF, in fact they are the problem to be solved.

That's true, but the keyboard issue is real. ` ^ ~ are dead keys on many keyboard layouts, requiring two keypresses to type. I think they should be avoided for common operations in newly designed programming languages.
