There’s some confusion here about the exact word being used. The German word that is mistranslated here as “floor” is “Stock”, which actually means “addition”. So the floor above the ground floor is the first addition, not the “first floor”

While I might agree that it would be nice that code without a license was public domain, that's most certainly not the legal situation we have right now. If there's no license, you can't redistribute it at all.

My understanding is that that the house has no plans to pick up this senate bill. So this was a purely symbolic vote. Nothing actually happened. This bill has not made it into law and most likely never will

Not directly, unfortunately. Sometimes you can hook it into the tooling, like the Makefile or the test runner. Other than that, enforce it in CI: patches that don’t match the code style can’t be merged
