Incorrect. OS X does not use bash scripts for DHCP client tasks and was demonstrated to NOT be affected. The DHCP vector was demonstrated to be an issue with various Linux distributions.

Is your account an Administrator account? Normal users are just Standard accounts and not Administrators.

As far as I tested in the Date and Time preference pane,... Users enabled as an Administrator, yes. Standard users, no. `date` still behaves as one expects.
