This has been in planning between the CAA and major airlines since at least December 2018. (See 'Project Matterhorn'). The operation will temporarily be the 5th largest airline in the UK, with a fleet of around 50 aircraft.

They are leveraging the Open Banking API, which the nine biggest banks are legally required to support. The Open Banking website lists 34 banks that currently support it.
