I believe Bootstrap 3 does in fact use border-box - hence the padded grids and a major driver behind the drop in support for IE7.

I suspect that will be because the primary grid is now based on percentage values rather than fixed pixel values. When you're splitting a grid into columns using percentage widths, often the browser has to make a choice between rounding up

I'd suggest that your problem might not so much be the tool itself, but the wrong tool for what you want. I'd be interested to see what "normal" CSS/HTML you would use to achieve a fluid, responsive grid in a relatively cross-browser fashio
