So if I have music that I wrote and have the copyrights to and give a copy of it to a friend and they then use the iCloud service. How would Apple then handle the licensing, as it seems they have some sort of deal with the big record labels

This is law in many states. I set up an LLC in Maricopa county in AZ and it was required to publish an ad in at least two local newspapers. I asked repeatedly about doing an online ad, but they said it was a law so too bad.
