Separating plans from facts is such a great idea for ticketing. That would also make stories have a clearer separation from tasks. Your ticketing system could be used as a way to document your software from the customer's perspective.

I think a lot of people are just opposed to the proposed solutions. They don't decrease poverty. They increase dependence on the government, and they are funded by money that is taken from you at gun point.
